County of El Dorado, Department of Transportation PUBLIC ANNOUNCEMENT Notice of Availability of a Draft Initial Study and Proposed Mitigated Negative Declaration (MND) for the Country Club Heights Erosion Control Project Phase III The County of El Dorado, Department of Transportation (County) proposes to implement the Country Club Heights Erosion Control Project Phase III (Project) in an existing residential development in South Lake Tahoe, CA during the summer of 2021. The Project is identified in the Tahoe Regional Planning Agency's (TRPA) Environmental Improvement Program (EIP) as Project number (formally #189). The objective of the Project is to design and implement erosion control and water quality improvement measures that will reduce the discharge of sediment and pollutants to Lake Tahoe from County administered rights-of-way. This will be accomplished by the following: 1. Reduce fine and coarse sediment, stormwater runoff volume, and peak flows. 2. Stabilize roadside ditches, and capture road abrasives utilizing source control best management practices. 3. Remove excess pavement/coverage and restore the project area to surrounding land capability, including SEZ restoration. 4. Increase opportunities for the infiltration of stormwater runoff. 5. Provide a pathway link to the larger Greenway trail system, supporting the Tahoe Regional Planning Agency's Active Transportation Plan. 6. Enhance recreational opportunities within the Lake Tahoe Basin. 7. Blend hardscape improvements into the scenic environment to the maximum extent practicable. In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Section 2100 et seq.) Guidelines (Title 14 Code of Regulations Section 1500 et seq.), a Draft Initial Study for the Project was prepared. The document identifies and evaluates the potential environmental impacts of the proposed Project. As a result of the Draft Initial Study, the County proposes to prepare a Mitigated Negative Declaration for the Project. Draft Initial Study/Proposed MND and Public Comments The Draft Initial Study/Proposed MND is available for review by interested individuals and agencies and may be obtained in hard copy or electronic format from the County. The County will accept and consider all written comments regarding the content of the Draft Initial Study/Proposed MND received by 5:00 P.M., January 14, 2020. Comment submittal information is included within the Draft Initial Study/Proposed MND. CEQA Public Hearing After public review of the Proposed Mitigated Negative Declaration, the Project will be considered by the County of El Dorado Board of Supervisors on March 10, 2020. Should someone wish to challenge the environmental document in court, challenges may be limited to those issues you or another party raised in written correspondence delivered to the County of El Dorado Department of Transportation, or in a public hearing on the Project.
