NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. PROJECT NAME: Soaring Ranch Phase 2 APPLICATION #: 2019-00000178/DP AMD-PD AMD-TM AMD-UP PROJECT LOCATION: 10001 Soaring Way (APN 019-620-060-000) APPLICANT/OWNER: J-MAR I, LLC AGENT: Rob Wood, Millennium Planning & Engineering PROJECT DESCRIPTION: The Planning Division has received an application requesting approval of land use entitlements for the Soaring Ranch Phase 2 project, which proposes a mixed-use commercial and residential project at 10001 Soaring Way (APN 019-620-060-000) within the Joerger Ranch Specific Plan Area. The applicant requests the following land use approvals: 1) Development Permit Amendment to revise the approved Development Permit to reduce the amount of retail space and add multifamily residential units; 2) Planned Development Amendment to revise the overall site plan, allowing a mixed-use development; 3) Tentative Map Amendment to modify the previously approved Tentative Map parcels and create one additional parcel around Building E to allow for separate ownership of the commercial of the building; and 4) Use Permit to allow for multi-family residential units in the CR zoning district. A density bonus is also requested to increase the number of residential units from 55 to 69, with eight affordable housing units. Four buildings with a total of 31,523 sq. ft. of commercial floor area are proposed, ranging from two to four stories with retail, office and food service on the ground floor and multi-family residential units above. ENVIRONMENTAL STATUS: Staff has determined that no further environmental review is required pursuant to CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning), and Public Resources Code Section 21166 and CEQA Guidelines Section 15162 (Lead agency prohibition to require subsequent reports for a certified project unless specific events occur). Concurrent with adoption of the Joerger Ranch Specific Plan, the Town certified an Environmental Impact Report (EIR) in March 2015. The EIR identified the range of environmental impacts associated with buildout of the Specific Plan and required implementation of mitigation measures to address and minimize these impacts. Buildout of the CR zone district was included in the Specific Plan and the current proposal is consistent with both the intensity and density of land uses envisioned within the Specific Plan. Staff prepared a supplemental checklist to analyze the proposed project in support of these consistency findings, including finding that the increased residential density proposed would be offset by the reduction in commercial floor area in terms of environmental impacts.
