NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. MEETING DATE / TIME: Tuesday January 19, 2021 (5:00 PM) MEETING LOCATION: Virtual Hearing, Truckee, CA. As permitted by Executive Order N-29-20, proclaiming a State of Emergency in the State of California, the Town of Truckee Planning Commission meeting room will not be accessible to the public. PROJECT NAME: Truckee Tahoe Lumber Company Redevelopment "The Crossing" APPLICATION #: 2020-00000002/DP-PD-ME-SP PROJECT LOCATION: 10242 Church Street and 10322 Trout Creek Road (APNs 019-030-008 and 019-030-051) OWNER/APPLICANT: Andrew Cross, Truckee Tahoe Lumber Company AGENT: Lynette Dias, Urban Planning Partners PROJECT DESCRIPTION: The Planning Division has received an application to redevelop and adaptively reuse the existing downtown Truckee-Tahoe Lumber Company (TTLC) site in the Railyard Master Plan area, located at 10242 Church Street and 10322 Trout Creek Road (APNs 019-030-008 and 019-030-051). The applicants are proposing to demolish the existing 4,758 s.f. TTLC office/retail building located on the south side of 10242 Church Street; remove the outdoor lumber storage shelving units; redevelop the North and West Sheds, including addition of a second floor to the North Shed for future commercial uses and 66 onsite parking spaces; and develop an 18,000 s.f. outdoor plaza/gathering area;. The following land use permits are required: 1) Development Permit to redevelop and change the use to commercial for 15,000 s.f. or more of gross floor area in the Railyard Master Plan Area; 2) Development Permit to disturb 26,000 s.f. or more of the site in the Public Facilities zoning district; 3) Minor Exception to the Railyard Master Plan to for front setbacks and streetwall articulation; 4) Planned Development to allow for commercial uses within the Public Facilities zoning district; and 5) Sign Plan for a monument sign. ENVIRONMENTAL STATUS: Staff has determined that no further environmental review is required pursuant to CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning), and Public Resources Code Section 21166 and CEQA Guidelines Section 15162 (Lead agency prohibition to require subsequent reports for a certified project unless specific events occur) for 10242 Church Street (APN 019-030-008). The Town certified the Railyard Master Plan Final Environmental Impact Report (SCH #2007122092) in July 2009 and an Environmental Impact Report (EIR) Addendum was prepared in conjunction with the Truckee Artist Lofts application (2016-00000132) and accepted into the Railyard permanent record on May 10, 2015. No additional environmental review is necessary for 10242 Church Street (APN 019-030-008) based on the Railyard Master Plan permanent record. Staff has determined the parking lot located on 10322 Trout Creek Road (APN 019-030-051) exempt from the California Environmental Quality Act pursuant to Section 15311 (Accessory Structures).
